Council Meeting

THAT the Minutes of the November 14, 2022 meeting of County Council be approved as presented.

THAT Council for the County of Middlesex supports Middlesex-London Paramedic Services’ business case submitted to the Ministry of Health for increased funding to provide staffing for the Dedicated Offload Nurse Program twenty four (24) hours per day at London Health Sciences Centre emergency departments; and THAT the Warden and Chief MLPS include the request for increased funding and a permanent solution for the Dedicated Offload Nurse Program as part of the County’s delegation to the Minister of Health at the Rural Ontario Municipal Association Conference in January 2023.

THAT Council for the County of Middlesex supports Middlesex-London Paramedic Services’ business case submitted to the Ministry of Health for implementing the Early Adopter Proposal for a Treat and Refer Program, as part of the Models of Care, and as

THAT the MLPS Draft 2023 Budget Presentation be received for information.

THAT the necessary by-laws be introduced at the December 13, 2022 meeting of Council to confirm the Committee and Board appointments set out in the report.

THAT the bid of Sierra Bridge Inc. in the amount of $4,062,594.08 including taxes and contingencies for Project M-G-22 for the replacement of the Blacks Bridge be accepted; and THAT the County Engineer be authorized to undertake all administrative acts necessary in connection with this project, including execution of any contract or other documents, if required.

THAT a by-law be introduced at the December 13, 2022 meeting of Council to: (a) Appoint the firm of Independent Resolutions Inc., represented by Mark McDonald as the Municipal Ombudsman, Integrity Commissioner, and Closed Meeting Investigator for the County of Middlesex effective January 1, 2023; (b) Approve the Memorandum of Agreement with Independent Resolutions Inc., attached to the staff report as Schedule “A”; (c) Authorize the Warden and the Clerk to execute the Agreement.

THAT the by-laws be given first and second reading.

THAT the by-laws be given third and final reading.

THAT the Weighted Vote Distribution for 2022-2026 and Representation for 2026-2030 Report be received for information.

THAT the More Homes Built Faster Act and Related Provincial Changes report and attachments be received for information.

THAT the County Engineer be authorized to enter into an agreement with B.M. Ross and Associates Limited on behalf of the Corporation of the Environmental Assessment and Detailed Design of the Wabuno Creek Bridge Replacement under the terms and conditions of its proposal and the RFP for Project ENG-2023-010.

THAT the County Engineer be authorized to enter into an agreement with BT Engineering Inc. on behalf of the Corporation of the Environmental Assessment and Detailed Design of the Pike Road Bridge Replacement Project under the terms and conditions of its proposal and the RFP for Project ENG-2023-020.

THAT the Rules of Procedure By-law Review report be received for information; and THAT the By-law to provide Rules of Procedure for the meetings of the Council of The Corporation of the County of Middlesex and Committees of Council attached to the report be introduced at the January 17, 2022 meeting of Council.

THAT the proposed 2023 budget timetable be approved.

THAT Items 11.c.1 to 11.c.10 be received for information.

THAT Items 11.c.11 to 11.c.22 be received for information.
