Council Meeting

THAT the Agenda be approved as presented.

THAT the Minutes of the January 14, 2025 Meeting, the Closed Session Minutes of the January 14, 2025 Meeting, the Minutes of the January 14, 2025 Special Meeting be approved as presented; and THAT the recommendations made by Committee of the Whole as set out in the Minutes of the January 14, 2025 Meeting be adopted.

THAT the Middlesex County Loan Program: Municipality of North Middlesex Application report be received for information; THAT the Municipality of North Middlesex’s Middlesex County Loan Program application in the amount of $2,500,000.00 for the North Middlesex Parkhill Fire and Middlesex-London Paramedic Service Station be approved; AND THAT a by-law be introduced at the February 11, 2025 Council meeting to: 1. Authorize and approve the Loan Agreement with the Municipality of North Middlesex; and 2. Authorize the Warden and the County Clerk to execute the Agreement.

THAT Committee of the Whole convene at 1:05pm.

THAT the Economic Development & Tourism - 2024 Year in Review presentation be received for information.

THAT the Economic Development & Tourism - Budget Presentation be received for information.

THAT the Middlesex-London Paramedic Service (MLPS) Community Paramedicine - Waterloo Street Update be received for information.

THAT the Middlesex-London Paramedic Service Mobile Logistics presentation be received for information.

THAT the Thames Centre Official Plan Amendment No. 32; Brantam Excavating Inc; File No. 39-TC-OPA32 report be received for information; THAT Amendment No. 32 (File No. 39-TC-OPA32) to the Municipality of Thames Centre Official Plan be approved; THAT staff be directed to circulate a Notice of Decision as required by the Planning Act; AND THAT the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped to make an informed recommendation and decision.

THAT the Proposed Plan of Subdivision; Municipality of Strathroy- Caradoc; File No. 39T-SC2201; Westdell Edgewood North report be received for information; THAT the proposed Plan of Subdivision (File No. 39T-SC2201) be granted draft plan approval subject to conditions; THAT a Notice of Decision be circulated as required by the Planning Act; AND THAT the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped make an informed recommendation and decision.

THAT the Major Red-Line Revision to Plan of Subdivision; Municipality of Strathroy-Caradoc; File No. 39T-SC1702; Westdell Edgewood South report be received for information; THAT the revised Plan of Subdivision (File No. 39T-SC-1702) be granted draft plan approval subject to conditions; THAT a Notice of Decision be circulated as required by the Planning Act; AND THAT the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped make an informed recommendation and decision.

THAT the New Traffic Signals on Middlesex County Roads report be received for information.

THAT the Proposed Governance & Administration Centre Update be received for information; AND THAT staff be directed to engage a consultant in accordance with Middlesex County purchasing policies to review and prepare a study to form the basis for a funding application for solar energy generation at the Middlesex County campus of 1035 and 1045 Adelaide Street South.

THAT Committee of the Whole rise at 2:51pm.

THAT the by-laws be given a first and second reading.

THAT the by-laws be given a third and final reading.
