Council Meeting

THAT the Agenda be approved as presented.

THAT the Minutes of the April 9, 2024 Meeting of County Council be approved as presented; and THAT the recommendations made by Committee of the Whole as set out in the Minutes of the April 9, 2024 Meeting be adopted.

THAT the Asset Retirement Obligations Finance Policy be approved and included as part of the Corporate Administrative Policies and Procedures.

WHEREAS the Association of Municipalities of Ontario (AMO) has issued a Call for Nominations for the 2024 to 2026 term of the AMO Board of Directors; and WHEREAS qualified nominees must obtain a Council resolution of support which must specify the Caucus or position for which the individual is being nominated; NOW THEREFORE be it resolved that Council for the Corporation of the County of Middlesex nominates Aina DeViet for the position of Director on County Caucus on the AMO Board of Directors for the 2024-2026 term.

THAT Committee of the Whole convene at 1:21pm.

THAT the Planning Reform - Bill 185 and the Proposed Provincial Planning Statement presentation be received for information.

THAT the CAO Mid-Year Update be received for information.

THAT the Ministry of Long Term Care Compliance Inspection report be received for information.

THAT the Development Charges Background Study Report be received for information.

THAT the appointments to the County Road and Bridge Assumption Study Committee be approved as follows:  Aina DeViet, Warden, Middlesex County  Brian Ropp, Mayor, Municipality of North Middlesex  Michelle Smibert, Deputy Mayor, Municipality of Thames Centre  Andrew Giesen, Transportation Manager, Municipality of Middlesex Centre  Mauro Castrilli, Manager of Public Works, Municipality of Southwest Middlesex  Ryan Hillinger, Engineering Supervisor, Middlesex County  Chris Traini, Deputy CAO/County Engineer, Middlesex County

THAT the proposed Plan of Subdivision (File No. 39T-NEW2301) be granted draft plan approval subject to conditions and that a Notice of Decision be circulated as required by the Planning Act and that the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped make an informed recommendation and decision.

THAT the proposed Plan of Subdivision (File No. 39T-MC2101) be granted draft plan approval subject to conditions and that a Notice of Decision be circulated as required by the Planning Act and that the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped make an informed recommendation and decision; and THAT Amendment No. 54 (File No. 39-MC-OPA54) to the Municipality of Middlesex Centre Official Plan be approved, and that staff be directed to circulate a Notice of Decision as required by the Planning Act and that the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped to make an informed recommendation and decision.

THAT the proposed Plan of Subdivision (File No. 39T-TC2102) be granted draft plan approval subject to conditions and that a Notice of Decision be circulated as required by the Planning act and that the Notice of Decision indicated that all written submissions received on the application were considered; the effect of which helped to make an informed recommendation and decision; and THAT the proposed Plan of Condominium (File No. 39T-TC- CDM2303) be granted draft plan approval subject to conditions and that a Notice of Decision be circulated as required by the Planning act and that the Notice of Decision indicated that all written submissions received on the application were considered; the effect of which helped to make an informed recommendation and decision.

THAT the Middlesex Child Care and Early Years Service System Plan (2024-2028) be approved; and THAT the Plan be forwarded to the City of London as the Service System Manager for Child Care and Early Years for London- Middlesex and the Middlesex content will be incorporated into the larger Service System Manager Plan.

THAT items 9.d.1 to 9.d.35 be received for information.

THAT items 9.d.36 and 9.d.37 be received for information.

THAT Committee of the Whole convene in Closed Session at 3:10pm in order to consider personal matters about an identifiable individual, and labour relations or employee negotiations in accordance with subsections 239(2)(b) and (d).

THAT Committee of the Whole rise from Closed Session at 4:02pm.

THAT County Council ratify the tentative agreement and authorize the Warden and Clerk to sign a new Collective Agreement with Unifor Local 302 effective January 1, 2024 to expire on December 31, 2026.

THAT Committee of the Whole rise at 4:03pm.

THAT the by-laws be given a first and second reading.

THAT the by-laws be given a third and final reading.

THAT the meeting adjourn at 4:04pm.
