Council Meeting

THAT the Minutes of the September 27, 2022 meeting of County Council be approved as presented; and THAT the recommendations made by the Committee of the Whole as set out in the Minutes of the September 27, 2022 meeting be adopted.

THAT a by-law be introduced at the October 11, 2022 meeting to: a. Authorize and approve the Agreement with Execulink Telecom Inc.; and b. Authorize the Warden and the Clerk to execute the Agreement.

THAT a by-law be introduced at the October 11, 2022 meeting to: a. Appoint KPMG as the auditor for the County of Middlesex, County of Middlesex Trust Funds, Middlesex County Library Board, Middlesex- London Emergency Medical Services Authority and Strathmere Lodge Long-term Care Annual Report for the audit years 2022 to 2026; b. Authorize and approve the Agreement between KPMG and the County for the provision of external audit services; and c. Authorize the Warden and the Clerk to execute the Agreement.

THAT the bid submitted by Larry MacDonald Chevrolet-Buick-GMC for the supply of one Chevrolet Silverado 2500 HD at a cost of $72,400.00 (plus HST) each be accepted; and THAT the County Engineer be authorized to undertake all administrative acts necessary in connection with this project, including execution of any contract or other documents, if required.

THAT the bid submitted by Larry MacDonald Chevrolet-Buick-GMC for the supply of one Chevrolet Silverado 2500 HD at a cost of $60,900.00 (plus HST) each be accepted; and THAT the County Engineer be authorized to undertake all administrative acts necessary in connection with this project, including execution of any contract or other documents, if required.

THAT the bid submitted by Larry MacDonald Chevrolet-Buick-GMC for the supply of two Chevrolet Silverado 2500 HD at a cost of $71,250.00 (plus HST) each be accepted; and THAT the County Engineer be authorized to undertake all administrative acts necessary in connection with this project, including execution of any contract or other documents, if required.

THAT the bid submitted Premier Truck Group (London) for the supply of two Freightliner 114SD Detroit Diesel 13 engine tandem trucks with Viking Equipment at a cost of $351,000.00 (plus HST) each be accepted; and THAT the County Engineer be authorized to undertake all administrative acts necessary in connection with this project, including execution of any contract or other documents, if required.

THAT the Economic Development Council Update presentation be received for information.

THAT the 2021 Investment Report be approved as presented.

THAT the Interim Housing Contract as attached to this report be authorized and approved; and THAT the General Manager of Finance and Community Services, Cindy Howard, be authorized to execute the agreement on behalf of the Corporation.

THAT Items 11.c.1 to 11.c.9 be received for information.

THAT Items 11.c.10 to 11.c.17 be received for information.

THAT Committee of the Whole rise at 1:59 pm and Council resume regular session.

THAT the Council convene in Closed Session at 1:59 pm in order to consider personal matters about an identifiable individual, and labour relations or employee negotiations in accordance with subsections 239(2)(b) and (d).

THAT Council rise from Closed Session at 3:38 pm.

THAT the by-laws be given first and second reading.

That the meeting adjourn at 3:40pm.
